There are signs that will direct you into the NEW HEAP DRIVE-THRU A RED SECURE DROP BOX is mounted by the drive-thru window for after hours drop off of applications and documents.

How do I apply for HEAP Assistance?
To apply for the program, households are required to complete an application AND schedule an appointment with the OIC of Clark County HEAP Office.
1. Pick Up an application:
Applications are available at the HEAP Drive-thru OR you can download and print a copy by clicking on the (WCP HEAP & PIPP Application) button provided to the right.
2. Schedule a PHONE appointment:
Once your paperwork is complete call OIC's new Automated Appointment Line at: 937-888-1032 OR schedule an appointment online by visiting the following website or clicking on this link: https://oic.itfrontdesk.com
3. Upload or drop-off your completed application & ALL required documentation
Your application and documentation must be received 48 hours BEFORE your scheduled appointment or we will be unable to process your application during your phone appointment.
Documents may be:
1. Dropped off at the HEAP Drive Thru (address provided below)
OR
2. Uploaded online visiting https://oic.itfrontdesk.com
(the Upload Document box is a blue box located on the top right-hand side of the webpage).

Starting this year, applying for assistance and managing an account will be easier than ever. A new, streamlined online portal will be available at energyhelp.ohio.gov. To get started, Ohioans must register for an OHID account, which provides a secure and convenient way to access their HEAP account.
“We know that when someone is facing a crisis, every minute counts,” said Director Mihalik. “This new online system makes it faster and easier for Ohioans to apply for help — so they can get the support they need, when they need it most.”
Registration takes less than 7 minutes, and can be completed in these easy steps:
- Visit http://energyhelp.ohio.gov and click "Log into the EA portal.
- Click “Create an OHID,” and follow the six-step account creation process.
- Ensure account security by setting up multi-factor authentication.
